increasing medicare premiums for higher income seniors? woe. how about 50 billion smackers and here's the real smackdown. not a one of these smackers is called taxes. you pay it. they just don't say it to washington and mike emanuel who is all over it. >> reporter: democrats want more tax revel knew as part of a double digit biehl and they include closing loopholes to increase money coming in as a way to do it. republicans prefer to cut spending in a smarter way across the board, cuts known as sequester, and would like to close loopholes as part of tax reform that would lower rates. so nobody is talking about striking a big budget deal because the two sides are very far apart. the word "tax" is a toxic word with the g.o.p. but fees or loopholes may be easier to swallow, and user fee is mine sound friendly. on the airline security fees the idea would be a flat $10 for a round trip flight. if you take three flights you'd only be charged for one initial screening. the administration would like it to be bumped up to 7.50 each way, which they estimate would bring in close to $26 million.

, hearing none, item no. 7. >> the clerk: item 7. action item reconciliation of kaiser medicare rate. >> good afternoon, neale kosher. nice to see everyone again. i'm going to walk you through the document labeled kaiser medicare rate final rate for 2014. when we met on june 13th of this year, we stated that the medicare advantage rates for kaiser were preliminary, that we needed to get additional information brought to kaiser. they cooked the final rates and they would let you know at that time. as soon as we knew what they were and then we can talk about how we decide what to do whether they would have to be higher, the rates or lower. we always hope because of the timing and everything comes in better and there is money to be appropriated in some fashion for the cost of the rates. we finalized everything in the system. that is done to be clear on that part. so what happened was kaiser did their magic and got their final numbers and our number we posted at the 14th of june was $346.45. the final number is $344. that saves the city $2.8 million. which is a very good thing. they do

for massachusetts or this country they would impose 18 new taxes, cut from medicare, it would be this one size fits all. if i am not mistaken we won world war ii in about 3.8 years, yet it took 3.8 years to get the b web site up and that doesn't even work. go figure. it is unbelievable what's happening here. >> i want you to know we have someone onset right now and i told everyone to start their cloc clocks. he is creating a web site as we speak. hopefully before the end of the hour we will find out how long it takes to build a web site certainly not on the level that we need for obamacare. let's talk about the fact that additional 40 million americans have to be covered under this new observe care. how do we do that without adding doctors to the plan? >> because of the changes a lot of doctors won't take these patients with the cuts to medicare there will be a strain on nurses hospitals and doctors. they are not going to take the patients. this will lead to a serious breakdown especially in massachusetts and other states that have health and medical care. i can't even believe what's happening. i p
